RPTL S.302(1) The taxable status of real property in cities and towns shall be determined annually according to its condition and ownership as of the first day of March and the valuation thereof determined as of the applicable valuation date.

May 1 - Filing of Tentative Assessment Roll
The Tentative Assessment Roll is filed by the Assessor for public review. This filing opens the annual public assessment grievance process. The Complaint on Real Property Assessment (Form RP-524) must be filed by the fourth Tuesday of May.

Fourth Tuesday in May - Grievance Day (a.k.a. Board of Assessment Review)
This is the last day to file a grievance on an assessment before the final assessment roll is filed on July 1.

July 1 - Filing of the Final Assessment Roll
The Final Assessment Roll, filed July 1, is what is used to levy September school taxes and January town and county taxes.

July 1 - Valuation Date
RPTL S.301. All real property subject to taxation, and assessed as of a March first taxable status date, shall be valued as of the preceding first day of July.

In other words, the Valuation Date reflects the market and data set of sales as of July 1st of the year prior to the March 1st Taxable Status Date.
