The Town of Ogden Board of Assessment Review and the Assessor's Office will not accept Form RP-524 electronically by fax or email for Grievance Day, which is the fourth Tuesday in May each year. Original hard copies of all RP-524 grievance forms and any supporting documentation with 5 copies for the Board must be submitted in person, by delivery service, or by mail before 8:00pm on May 28, 2024.

HEARING OF ASSESSMENT COMPLAINTS:
The Board of Assessment Review is scheduled to meet on Tuesday, May 28, 2024 (times to be determined), to hear and examine all formal complaints in relation to assessments upon the application of any person believing that they have been aggrieved.
Persons who file a complaint have the option to have the Board review their complaint form without having an in-person hearing by completing and submitting the RP-524 form and supporting documentation before the closing of the Board of Assessment Review hearings on May 28th, 2024 (by 8:00 pm) . The Board will inform them in writing of its decision. Complainants will have the opportunity to choose this option when submitting their documents.
Complaint forms cannot be filed until after May 1st. The complaint form and the publication “Contesting Your Assessment in New York State” are available online at NYS Tax & Finance at www.tax.ny.gov or see the links below.
One complaint form must be submitted for each parcel that you are grieving.
The 2024 tentative assessment roll is based upon the condition of a property as of March 1, 2024 (taxable status date) and local real estate market conditions as of July 1, 2023 (valuation date).

2024 Assessment Update Project
The main objective of doing a town-wide reassessment is to strive for a fair and equitable tax roll - meaning everyone is properly assessed.
The town has not done a reassessment since 2018, longer for commercial properties. The town's equalization rate has dropped from 100% in 2019 to 69% in 2023 and is expected to continue dropping down into the 50's if a reassessment is not done. Equalization rates affect exemptions (like the STAR and Veterans) and affects apportionment with shared taxing jurisdictions (like the County and Schools).
A reassessment is adjusting property values to reflect the current market values. Reassessments ensure that you are only paying your fair share of the tax burden, no more, no less.
Two important things to remember:
1. Reassessments do not create more tax dollars. Taxes, rates and budgets are established by the taxing jurisdictions (County, Schools, Town, Village, etc.). A reassessment, in simple terms, redistributes the tax burden.
2. A significant increase in an assessment does not mean that you will have a similar increase in your tax dollars (i.e. an increase of 30% of your assessment does not mean your taxes will go up by 30%). If the entire town increases, the tax rates should decrease. Some properties will experience an increase in taxes and some will experience a decrease.
